Handlers claim the cubs enjoy human contact, yet experts warn of chronic stress. Lion cubs, though small, carry wild reflexes. A startled cub can lash out without warning, inflicting serious injury on diners and carers alike2.

Wanhui operates under a provincial display licence that covers public viewing, not direct handling. Local authorities have launched an urgent probe into potential permit violations and breaches of wildlife protection rules3. Yet without a clear ban, restaurants can exploit gaps in regulations and continue these spectacles.

A Pattern of Exploitation

This scandal mirrors recent red panda “wake-up” services in Chongqing, where pandas climbed into guest beds under hotel oversight. Both cases treat wildlife as props, not living beings with rights and needs4. Each viral video fuels demand for more dangerous attractions.

The Petition

To the owners of Wanhui Restaurant, Taiyuan, Shanxi Province, the Environment and Resources Conservation Committee, NPC Standing Committee, the Ministry of Agriculture and Rural Affairs, and Ministry of Ecology and Environment,

We, the undersigned, call on the leadership of Wanhui Restaurant, the Environment and Resources Conservation Committee of the NPC Standing Committee, the Ministry of Agriculture and Rural Affairs, and the Ministry of Ecology and Environment to enact and enforce a comprehensive ban on the practice of using live animals as entertainment or props in food service and other customer-service businesses.

Our Requests:

  1. Immediate Cessation: Wanhui Restaurant must end all live-animal interactions—lion cub cuddles, red panda wake-up services, and similar attractions—effective immediately.
  2. Regulatory Prohibition: The NPC Standing Committee should amend the Wildlife Protection Law to explicitly forbid physical contact between the public and captive wild or domesticated animals in restaurants, cafes, hotels, and analogous venues.
  3. Strict Enforcement: The Ministry of Agriculture and Rural Affairs and the Ministry of Ecology and Environment must issue clear regulations and guidelines, supported by inspections and penalties, to ensure no establishment exploits animals for commercial entertainment.

Every sentient being deserves dignity and humane treatment. Wild animals, prized for their strength and beauty, experience immense stress and suffering when removed from their mothers and handled for novelty. Exploiting them as “photo props” or “mascots” treats living creatures as commodities, undermining ethical responsibility and public safety.

By choosing compassion over convenience, we affirm our shared humanity. Protecting animals from unnecessary harm enriches our moral character, strengthens community trust, and aligns China with global standards of welfare and conservation.

Banning live-animal entertainment in hospitality not only safeguards animal welfare but also fosters safer, more responsible tourism and dining experiences. Together, we can build a future where kindness guides commerce and respect for life ensures lasting well-being for people and animals alike.
