Across Morocco, stray dogs are being hunted, poisoned, and shot in a brutal effort to “clean up” streets before the 2030 FIFA World Cup1. These are not isolated events. This is a coordinated sweep across cities like Casablanca, Agadir, and Ifrane—where dogs are seized from neighborhoods, crammed into unmarked vans, and often never seen again1.
Residents have watched helplessly as animals they cared for were taken. Even vaccinated, tagged dogs—part of the government’s own humane control program—are not spared2. Videos show street dogs being captured with metal tongs and nets, bleeding or limp, and thrown into trucks1.
Children Are Watching
This is not just about animals. Children are witnessing these acts. A teenager from Ifrane described stepping over pools of blood on her way to school3. In another case, a neighborhood husky was found shot and dumped in a trash bin. These events are causing deep trauma and fear, and have even resulted in bystanders being injured. One barista was shot while a dog was being chased by a municipal vehicle1.
There Is a Better Way
Morocco has a humane solution: the Trap-Neuter-Vaccinate-Return (TNVR) program. It works. In Rabat, treated dogs are tagged, cared for, and released safely. The program reduces disease and population growth without cruelty4. But in many cities, officials ignore it. Without national legislation, local authorities are free to choose violence over veterinary care4.
The World Is Watching
Jane Goodall and global activists have condemned Morocco’s actions. Activists staged a protest during a FIFA match. Yet FIFA has taken no public steps to stop the killing5. Officials defend the crackdown, but the images and testimonies tell another story—one of suffering and silence.
